Saul went to Damascus to cause chaos, and he did just that.  But no one thought the chaos would look like this.  Remember, Saul was a highly educated Pharisee who studied the scriptures diligently since childhood.  Having been confronted by Jesus on the road, he had to reconcile the fact that Jesus had just revealed himself as not only alive but also as Lord, with the scriptures he knew so well.  Turns out that in a matter of days the puzzle pieces started fitting for him, and he suddenly recognized that Jesus perfectly fulfilled the prophecies about the coming Messiah.  He hadn’t looked like the Messiah the scholars had imagined because his kingdom was so much greater than an earthly empire like Rome.  

It all made such perfect sense that he started proving it in discussions with the Jews in Damascus.  They were familiar with the scriptures so he just helped them connect the dots.  He was a passionate guy and a skilled teacher so he was developing quite a following very quickly.  For the Jews in Damascus who had expected Saul to round up the followers of The Way and clean up the streets, this was a disaster.  They decide Saul has outstayed his welcome and as a result, he has to escape Damascus in a basket over a wall.  That sounds sketchy.  Personally I think I would have just tried to rappel down the wall, but I have no frame of reference for how big that city wall was.
